Dr. Vikram Singh

A 1974-batch officer of the Indian Police Service, Dr. Vikram Singh served as Director General of Police of Uttar Pradesh from 2007 to 2009, leading a force of around 190,000 personnel. One of the country’s most highly decorated police officers, he received the President’s Police Medal for Gallantry in 1986 and 1988 with Bars in 1987 and 1989, and the Limca Book of Records (2014) noted him as India’s most highly decorated police officer.
He served as Vice-Chancellor of Noida International University from 2010 and is now the university’s Chancellor. A TEDx speaker and scholar, he has addressed more than 50 national and international forums. He holds an M.Sc. from Allahabad University and a Ph.D. in Ecology from Kumaon University, and his books include Human Rights and Police, which won a National Human Rights Commission award.
